Imagine my surprise when I opened my NW Natural gas bill to find a 2% Beaverton Franchise Fee that has been added to my bill. So I called the City of Beaverton Finance Dept., spoke with Dave. Turns out that the City Council voted this fee/tax into our laps without so much as a 'by your leave'.
